Vigipirate : creation to the level of “emergency attack” – Le Parisien

Emergency attack”. This is the name of an alert level established to complete the plan Vigipirate counter-terrorism, according to “le Figaro” on Thursday.

This level “emergency attack” to complete the two already in force, which will also be updated : “vigilance” and “warning attack”. “Vigilance” is “a standing security posture”, which may be reinforced by the “temporary binding”, according to the general Secretariat of Defence and national Security (SGDSN) ; “alert attack” allows you to take “exceptional measures” in the face of an “imminent threat”.

The first level is generally maintained by the state. The second is renamed “enhanced security/risk of terrorist attack”. The verification of identity documents will be added, for example, filtering. The level “emergency attack” corresponds to a situation of crisis, that is to say that it can be activated time to time just after an attack or just before when the services of the State consider that an attack with a high probability of being committed in a short period of time. It allows you to take measures such as the closure of certain roads and public transport such as the metro, or to stop the school bus.

The level “emergency attack” will give some flexibility to the device. It will allow us to adjust the workforce in a more detailed way as a function of the evolution of the threat. “It is essential to continuously adapt to the terrorist threat in constant evolution and be a great responsiveness,” said Louis Gautier, secretary general of Defense and national Security.

This update of the Vigipirate plan is considering many assumptions : attack of chemical or bacteriological, shooting, explosives, car bêlier, piracy at sea, attack in an airport, but also threats to more contemporary as attacks by drones or cyber attacks.

beyond these measures, the SGDSN account “develop a global culture of security within the society”, encouraging every citizen to be vigilant and not just the State. It is that “everyone contributes to its own security” in the face of new modes of terrorist actions, while finding a “balance between freedoms and safety of the public”.
